Submit Cosmetic Product Notifications
SCPN Registration for the UK
Under the UK Cosmetic Regulations (Schedule 34 of SI 2019/696), every cosmetic product must be notified in the Submit Cosmetic Product Notification (SCPN) portal before being placed on the UK market. This process is mandatory and must be completed by a UK Responsible Person.
Get in touchWhat is the SCPN?
The SCPN (Submit Cosmetic Product Notification) is the official UK platform where Responsible Persons must notify cosmetic products before they are marketed in the UK. This legal obligation is outlined in the UK Cosmetics Regulation, which was originally based on Regulation (EC) No. 1223/2009 before Brexit.
Complying with the UK SCPN is essential for selling in the UK, ensuring product traceability, protecting consumers, and promoting transparency in the cosmetics industry. The Office for Product Safety and Standards (OPSS) is the authority responsible for enforcing cosmetic regulations and overseeing compliance with UK regulations requirements.
Who Can Complete an SCPN Registration?
Only a Responsible Person based in the UK can register cosmetic products. This means that companies outside the UK cannot do so unless they appoint a UK Responsible Person to handle compliance on their behalf.
Why SCPN registration is essential?
- Ensures compliance with UK Cosmetic Regulation (Schedule 34 of UK Statutory Instrument)
- Allows your cosmetic product to be legally placed on the UK market
- Enables communication with the Office for Product Safety and Standards (OPSS)
- Avoids customs delays, enforcement actions, or product recalls in the UK

If the changes affect mandatory information such as ingredients, warnings, or Responsible Person details, the notification must be updated in the portal. Purely aesthetic changes do not require a new notification.
