What are the IFRA 51 Standards?
The IFRA 51 Standards are globally recognized guidelines designed to ensure the safe use of fragrance ingredients in consumer products. They are based on scientific assessments provided by the Research Institute for Fragrance Materials (RIFM) and aim to minimize potential health and environmental risks.
On June 30, 2023, the International Fragrance Association (IFRA) officially published the 51st Amendment to the IFRA Standards, introducing important changes that affect how fragrance ingredients are regulated and used in cosmetic products. This update is essential for brands, manufacturers, and safety assessors aiming to remain compliant with international fragrance safety requirements.
Key Changes in the 51st Amendment
The 51st Amendment includes updates such as:
New restrictions and specifications for certain fragrance materials
Revised use levels and product categories
Clarifications in terminology and application scope
These changes are part of IFRA’s ongoing efforts to keep fragrance safety aligned with the latest scientific data and regulatory trends.
IFRA 51 Proposed Deadlines
The 51st Amendment will introduce 51 New Fragrance Ingredient Standards, listed here:
- 34 restriction standards: skin sensitization and systemic toxicity.
- 11 restriction standards: skin sensitization – QRA2.
- 2 restriction standards: systemic toxicity (TTC).
- 1 new restriction standard: depigmenting potential.
- 1 new standard banned for genotoxicity (limited impact – Aroma).
- 12 existing standards revised.
- New annexes.
To facilitate industry adaptation, IFRA has set different deadlines depending on the product type:
New formulations: 12 months from the date of notification (June 30, 2024)
Existing formulations: 36 months from the date of notification (June 30, 2026)
