The European Commission has notified a proposal that amends CLP Regulation (EC) No 1272 2008 regarding the harmonized classification and labeling of certain substances.
What is included in the Regulation (EC) No. 1272/2008?
The CLP Regulation 1272/2008 includes 28 new additions and 24 amendments, but no substances deletion. However, there are only 16 ingredients which can be used in cosmetics. These ingredients are in the CosIng database and not present in the EU Cosmetic Regulation Annex II.
What will be the impact of the CLP Regulation (EC) No. 1272/2008?
The list of the 16 cosmetic ingredients affected by the 21st ATP under the EC Regulation No 1272/2008 is below.
- Dimethyltolyamine (CAS No:99-97-8): its function is a nail conditioning
- Trimethylbenzoyl Diphenylphosphine Oxide (CAS No:75980-60-8): it is a skin conditioning
Timeline (EC) No. 1272/2008
A new adaptation called the 21st ATP to the CLP Regulation (EU) 2024/197 will come into effect from 1st September 2025. Its main objective is to harmonize substance classification changes and increase the existing restrictions on substances.
Subsequently, after this period, cosmetic products for sale in the European market must comply with these restrictions.
