Labelling Requirements in the European Union (EU)
Cosmetic products placed on the EU market must comply with Regulation (EC) No 1223/2009, which mandates the following information on product labels:
- Responsible Person (RP) Name and Address
The label must include the name and address of the Responsible Person (RP), who ensures compliance with EU regulations. This must be a legal entity within the EU. - Nominal Content
The amount of product in the package (by weight or volume) must be clearly stated, except for small single-use items. - Country of origin
The origin of the cosmetic product must be mentioned on the cosmetic product labels. Usually, the wording “Made in” is used for that purpose. - Date of Minimum Durability or Period-After-Opening (PAO)
If the product has a shelf life of less than 30 months, a “best before” date must be indicated. Otherwise, a PAO symbol (open jar with months/years) must be included. - Precautions for Use
Any warnings or usage instructions necessary to ensure safe use must be provided. - Batch Number or Reference
A batch code for traceability in case of safety concerns. - Product Function
A description of the product’s purpose unless it is clearly evident. - List of Ingredients
The full list of ingredients in INCI format, starting with the most concentrated ingredient.
Labelling Requirements in the United Kingdom (UK)
Since Brexit, the UK has adopted its cosmetic regulations. The UK Cosmetic Regulation (Schedule 34 of the Product Safety and Metrology Statutory Instrument) aligns closely with EU rules but includes key differences:
- UK Responsible Person (UK RP)
Products sold in the UK must designate a UK-based Responsible Person, separate from the EU RP. - UK Address Requirement
The label must display the UK RP’s name and address. If the product is also sold in the EU, both EU and UK addresses may be needed. - Regulatory Logos and Symbols
The UK continues to use the same PAO and batch number formats as the EU. - Country of origin
The indication of the country of origin is also applicable in the UK, and the country must be specified. The indication “Made in the EU” is not allowed, the specific country must be mentioned. - Ingredient and Language Requirements
Labels must be in English, and ingredient listing follows the INCI format, just like in the EU.
