Cosmetic Notification Form
CNF Registration for Canada Cosmetics
The Cosmetic Notification Form (CNF) is a mandatory submission to Health Canada required before a cosmetic product is sold in the country. It provides key information about the product, such as its ingredients, function, and manufacturer, to ensure compliance with Canada Cosmetics Regulation.
Get in touchWho must complete the Canadian CNF registration?
The manufacturer, importer, or entity responsible for placing the cosmetic on the Canadian market is legally required to submit the CNF. This includes both domestic and foreign companies intending to sell products in Canada, regardless of company size or sales volume. To complete the CNF, you must provide:
- Product identity and purpose
- Full INCI list of ingredients and concentrations
- Product format and packaging type
- Canadian address of the notifier
- Name and contact details of the manufacturer or distributor
Why is the CNF registration mandatory?
Although the CNF does not represent product approval, it is a legal obligation under Canada’s Food and Drugs Act and Cosmetic Regulations. Failure to submit a CNF may lead to enforcement actions, including product removal or fines.

FAQS
Yes, the CNF is required within 10 days after the first sale and must be submitted prior to commencing the sale of a cosmetic in Canada.
No. Health Canada does not pre-approve cosmetic products. The CNF is notification not an authorization. It ensures that the product is on record and can be monitored for safety purposes.
The CNF must be submitted by a notifier with a Canadian address. If the manufacturer is located abroad, an importer or distributor established in Canada typically takes on this responsibility.
No. Selling a cosmetic product without submitting a CNF is a violation of Canadian Cosmetic Regulations and may result in enforcement actions, including recalls or financial penalties.
Any significant change to your product (e.g. ingredients, concentration, product name, or purpose) requires an updated CNF submission. The notifier is responsible for keeping Health Canada informed.
Health Canada may reach out for clarification. Failing to respond or submit a complete CNF may lead to the product being flagged for non-compliance or removed from the market.
