CPSR: The Key to Safe and Legal Cosmetics

Bringing a cosmetic product to market in the EU or UK is not just a question of branding and formulation. It’s a legal process, and at its core lies a critical requirement: the Cosmetic Product Safety Report (CPSR).

Without it, your product cannot legally be sold. This document is part of the PIF (Product Information File), the mandatory dossier your products must have. And the most important, it’s what proves that your formula is safe for consumers under normal and foreseeable use.

But how exactly is the CPSR created?

What steps are involved before you can notify your product on the CPNP or SCPN portal and sold your products? In this article, we explain where the Cosmetic Product Safety Report fits into the broader compliance process and why working with expert assessors is key to avoiding reformulations, delays or market rejections.

Cosmetic Registration Process EU & UK

Step 1: Formula Check & Part A

The first step is evaluating your formula to ensure all ingredients are permitted under EU/UK law, they are within allowed concentrations and compliant with CMR, allergens, preservatives and colorant restrictions.

Once validated, the data is used to complete Part A of the CPSR, which includes toxicological profiles, exposure scenarios, and ingredient functions.

If the formula is non-compliant, the product must be reformulated before moving forward.

Step 2: Part B – Safety Assessment

Part B must be completed and signed by a qualified safety assessor. It evaluates the Margin of safety (MoS) of the ingredients, with a risk characterization and finished with an overall safety conclusion. This step determines if the product can be legally marketed.

Step 3: Label Check

After confirming product safety, your product label must be reviewed for compliance with EU/UK requirements:

  • Responsible Person data
  • Nominal content
  • Country of origin
  • Correct INCI names
  • Allergens declaration
  • Function of the product
  • Precautions and warnings
  • Claims substantiation

If the label is incorrect, modifications are mandatory before moving to the final step.

Step 4: Portal Notification

Once the formula, CPSR, and label are validated, your product can be submitted through the different official portals to be able to be placed on the market:

This notification is done by the Responsible Person, who also maintains the PIF and ensures compliance throughout the product’s lifecycle.

If the product is not notified, the product cannot be placed on the market.

Why the CPSR matters more than ever

Failing to conduct a proper CPSR can result in:

  • Market withdrawal or import rejections
  • Fail to provide consumers’ safety
  • Fines or sanctions by authorities
  • Reputational damage to your brand

Given the increasing scrutiny of cosmetic ingredients and claims (especially in light of PFAS bans, Green Claims reform, different ingredients concentration changes, and allergen updates), a thorough Safety Assessment is essential.
